City council of Pittsburgh took the first vote to outsource the shabby Tax collection job.It took this step after getting reassured that payment plans will be given to the homeowners with tax problems.
Patrick Dowd a Councilman who was quizzical about contracting with Rutter and Boehm,Jordan Tax service and Law firm Goehring who said “We are essentially handing a baseball bat to the tax collector and saying, ‘Be more aggressive’”.
He later added that “Mayor Luke Ravenstahl has agreed to invite all delinquent taxpayers to make good before the outsourcing takes effect on January 1st, and to preserve and enhance a system by which community groups can target debtors’ properties for purchase and redevelopment”.
An Umbrella Organization of neighborhood groups, The Pittsburgh Community Reinvestment Group backed the arrangements and spoke for it.
PCRG official Aggie Brose said that “Unlike a 1990s sale of city tax liens, this deal would not give the collection firms the power to nix redevelopment efforts”.
